What was the most important thing you wanted from a bank when you first came to the US?

Hi Everyone! My daughter was on a OPT Visa and was working for a company in the US. She has health savings account with HSA Bank through Cigna. Since she didn't get her H1-B, we are leaving the country. Is there a way for her to use her hsa savings back in India? That way she can avoid the taxes and penalties here.
