Steven L Menaker

Joseph A. Garcia practices in all areas of civil litigation, with a special focus on governmental, labor and employment, education and election law.  He represents individuals, municipalities, counties, authorities, and school boards in a variety of litigation and compliance matters, and joined Chasan Leyner & Lamparello, PC, in 2009. Joe's experience in representing the firm's government entity clients includes redevelopment issues, personnel issues, government contracting, third-party liability claims under the New Jersey Tort Claims Act, regulatory enforcement litigation, and administrative law matters.  He has also represented many of the firm's clients in labor and employment matters involving topics such as collective bargaining, sexual harassment, racial discrimination, political discrimination, disability claims, whistle blowing, family-leave issues and non-competition/restrictive covenants. Joe currently serves as General Counsel to the Northwest Bergen County Utilities Authority, the Jersey City Housing Authority and the Hoboken South Waterfront Operating and Maintenance Corporation.  He serves as Assistant General Counsel to the North Hudson Regional Fire and Rescue Department.  He is also Special Counsel to numerous public entities and Special Election Counsel to several municipalities and Clerks' offices. Prior to joining the firm, Joe worked as an associate for an AmLaw top 50 firm based in Manhattan.  His practice there focused on general commercial litigation with a special emphasis on labor and employment law, real estate and land issues, and government and regulatory matters.  While working in Manhattan, Joe drafted and negotiated collective bargaining agreements; represented a professional sports league in collective bargaining negotiations and various professional sports leagues and teams in arbitration disputes; and guided clients through government investigations and regulatory reviews conducted by the United States Department of Justice, the Securities and Exchange Commission, the Federal Trade Commission, the Commission on Foreign Investment in the United States, and the attorney general offices in several states. Joe earned his juris doctorate degree in 2003 from the Columbia University School of Law, where his academic achievement earned him distinction as a Harlan Fiske Stone Scholar.  In addition to his active practice, Joe serves as a Councilman in the Borough of Paramus where was re-elected in November, 2014 and has served on Counsel since December, 2013.

Steven L Menaker

Drawing upon more than 40 years of diverse trial experience, Steven L. Menaker maintains an active litigation practice in the State and Federal Courts, focusing upon the defense of criminal charges as well as the prosecution and defense of professional (medical, legal, engineering and architectural) malpractice, construction, business, commercial and employment law claims.   Steven’s extensive legal portfolio includes seven years of service as an Assistant District Attorney in the Office of the District Attorney of Kings County (Brooklyn, New York) where he served as a trial assistant in the homicide and narcotics bureaus and as the deputy chief of the Criminal Courts and Investigation Bureaus.   Following many years as a partner in a small Jersey City law firm, Steven joined Chasan, Leyner, Bariso & Lamparello, P.C. as a partner in 2001.  Since then, Steven – who was previously designated by the New Jersey Supreme Court as a Certified Criminal Trial Attorney – added the designation of Certified Civil Trial Attorney and has been named by New Jersey Monthly Magazine as a Super Lawyer® in the field of General Litigation every year since 2006.  Steven holds an AV rating from Martindale Hubbell, Inc. for ethical standards and legal ability. A Martindale-Hubbell AV rating is a significant accomplishment — a testament to the fact that a lawyer's peers rank him or her at the highest level of professional excellence.  Recently, Best Lawyers in America® 2015 selected Steven in the area of General Litigation.  The selection of lawyers for inclusion in Best Lawyers is based on a comprehensive annual peer-review survey in which leading attorneys cast their votes on the legal abilities of other lawyers in their practice areas.   In addition to his litigation practice, Steven finds time to serve as President and a Master of the Hudson Inn of Court, to serve on the Supreme Court’s Advisory Committee on Professional Ethics, as Chair of the New Jersey State Bar Association’s (NJSBA) Ethics Diversionary Committee and as a member of the NJSBA Professional Responsibility & Unlawful Practice Committee.  He is also Secretary of the Hudson County Bar Association Professionalism Committee.   A former chair and vice-chair of the New Jersey District VI Ethics Committee, Steven has been selected on several occasions by the New Jersey Supreme Court to act as a special ethics master in attorney disciplinary proceedings.
