Phillip Timothy Howard

Philip Timothy Howard is a professor, former and founding director of the College of Professional Studies’ Doctorate Program in Law & Policy at Northeastern University. He is the former Assistant Attorney General of Florida and nominee for United States Attorney for the Northern District of Florida. Howard also has a private law practice, Howard & Associates. Education In 2005, he received his Ph.D., from Northeastern University in Law, Policy & Society, after defending his thesis “We’ve Been Framed!: Progressive Cause Lawyer Leadership in Florida Tobacco Liability Litigation”. He received his Juris Doctor from Florida State University in 1986, and was admitted to the bar in 1987. He received his Bachelor of Arts, Cum Laude, in Government, with minors in History, Law & Society, and Spanish, from Florida State University in 1983. He is a former Health Law Scholar and Instructor in Constitutional Law, Civil Liberties, Judicial Process, and Media & Politics at Boston University. Litigation Experience Howard was part of the national counsel in five states and the District of Columbia, attempting to remove ingredients that could possibly form benzene under heat exposure from soft drinks. Coca-Cola, Kraft Foods, PepsiCo, and Sunny Delight Beverages Co., among others, agreed to remove the benzene-causing ingredients and provide refunds and replacements to consumers. He was also counsel for Tufts University’s and Northeastern University’s Public Health Advocacy Institute’s efforts to remove soft drinks from schools nationally, and serves on its Board of Directors.[citation needed] Howard was one of the five original creators of Florida’s Medicaid Third Party Liability Law, that created the foundation for the largest civil case settlement in the nation’s history. Howard represented Alan Landers, the former “Winston Man,” until his death in February 2009. Howard also represents, along with the Wilner Block firm, approximately 4,000 Engle progeny tobacco clients, and 6,400 Engle Trust clients. Howard took an early lead in the national consumer actions against Toyota in early 2010. Since late April of 2010 is also a leading counsel holding BP Oil accountable for the damages to the environment, consumers, property owners, and businesses in the Gulf states. Academic Articles Howard has published several articles on cause lawyers, culture, and social movements, and has made annual presentations before the Law & Society Association. His most recent article, “Cause Lawyers at the Constructive Edge: ‘A Band of Brothers Defeats Big Tobacco’” was included in The Cultural Lives of Cause Lawyers, a book published by Cambridge University Press in early 2008. Howard & Associates law firm specializes in national and state cases representing consumers and victims. Founded by Northeastern University Law & Policy Professor Tim Howard, J.D., Ph.D., Howard & Associates affiliates with the top national law firms and practitioners. Highly successful, the firm filed and coordinated Florida’s historic $27 billion Medicaid Tobacco Liability action resulting in banning of advertising to children and billions of dollars for those sick and dying from cigarette- related diseases. Howard & Associates represents innocent individuals and thousands of consumers harmed by placing greed over intrinsic human worth. Successful cases include exposing the lies and marketing that create cigarette addiction and death, poorly designed Toyotas that result in loss of value, criminal charges, and death, denials of insurance coverage for paraplegic roofer, overcharging seniors for medication, and most recently, the catastrophic BP Oil Spill in the Gulf of Mexico that is devastating the ecosystem and causing economic carnage to tens of thousands. Howard & Associates uniquely combines the integrity of a cause lawyer seeking truth and justice for innocent victims with unparalleled and fearless fighting skills, experience, and scholastic insights in the legal, economic, political and media arenas of power and conflict.
